Nozibele Tshobeni Founder and Managing Director

01Founder and Managing Director

Executive experience. Board-level judgement.

A Chartered Accountant with an MPhil in Corporate Strategy, Nozibele Tshobeni has led a major medical scheme as its chief executive, run its finance function as chief financial officer, and today chairs and serves on boards and committees in the public and non-profit sectors.

She is known for strengthening governance, driving financial discipline and enabling high-stakes decisions — and for staying with the organisation through implementation.

Many firms can offer strategic advice. Few can say they have led a major organisation through a merger and turnaround, chaired a board of trustees, and sat on the audit committees that oversee that kind of work.

Foundations

A technical grounding that never left the work

Nozibele Tshobeni qualified as a Chartered Accountant, CA(SA), and later read for an MPhil in Corporate Strategy at the University of Pretoria’s Gordon Institute of Business Science. The first gave her the discipline of evidence: reconcile before you interpret, document what you assert, and be able to show your working to someone who disagrees with you. The second moved the question from whether the numbers are right to what the organisation should do about them.

Risk and assurance

Learning the business from its control environment

Her early executive career was built inside risk and assurance functions at two of South Africa’s largest corporates. At MTN Group she was Senior Manager for Risk, Audit and Insurance. At Standard Bank she served as Head of Fraud Risk Management and as Senior Manager, Audit.

Both roles meant looking at an organisation from the position of the person who has to find what is wrong with it — a vantage point that still shapes how she reads a board pack, an assurance report or a management assertion.

Development finance

Public capital and a developmental mandate

At the Industrial Development Corporation she was Head of Financial Management, inside an institution measured twice: on financial sustainability and on developmental outcome. She also served on the audit committee of Arisa Group, an IDC investee company.

That experience informs how the firm approaches public entities and development finance institutions today, where governance is the mechanism that keeps both mandates in view at once.

Executive office

Accountable for the answer, not only the analysis

She joined Sizwe Hosmed Medical Scheme as Chief Financial Officer — a role that also carried IT, cybersecurity and data protection — and was subsequently appointed Principal Executive Officer, the scheme’s chief executive, accountable to a board of trustees, to the Council for Medical Schemes and ultimately to members.

In those roles she led the scheme through a merger from transaction to integration, designed and executed a turnaround strategy under financial pressure, and delivered consistent unqualified audits throughout. The scheme carried revenue of approximately R4.5 billion.

This is why Tembeka Advisory is willing to take the executive seat rather than only advise from beside it. The firm’s sense of what an organisation can absorb, and how quickly, comes from having had to answer for it.

The boardroom

Oversight from the other side of the table

She chairs the Board of Trustees of the Dikuno Tša Sechaba Community Development Trust, a donor-funded mining-community trust, and sits on its audit committee. She is an Independent Non-Executive Trustee of the National Lottery Participants Trust, and a member of the Audit and Risk Committee of the Office of the Pension Funds Adjudicator.

Having sat on both sides, she knows what a board paper must contain to be useful, how much assurance a committee actually derives from a report, and where oversight tends to fail quietly rather than visibly.

The firm

Why Tembeka Advisory exists

Tembeka Advisory was founded in 2026 to bring these strands into a single practice: governance judgement formed at board level, technical depth in finance and risk, and the operational willingness to implement.

The firm is deliberately senior. Clients engage that experience directly rather than through a delivery layer, and where additional specialists are required they are brought in openly and on their own merits.

03Track record

Selected outcomes from executive and board leadership.

Medical scheme merger

Principal Executive Officer · Sizwe Hosmed Medical Scheme

Challenge
Bringing two medical schemes together into a single, sustainable entity — protecting members, financial soundness and regulatory standing through the transition.
Action
Led the merger from transaction through to integration, including harmonisation of operations, governance and financial management afterwards.
Outcome
Merger completed, with the combined scheme brought under a single governance and operating structure.

Medical scheme turnaround

Chief Financial Officer, then Principal Executive Officer · Sizwe Hosmed Medical Scheme

Challenge
Financial pressure on the scheme, requiring decisive stabilisation while protecting members and maintaining regulatory compliance.
Action
Designed and executed a turnaround strategy, strengthening financial discipline, internal controls and governance.
Outcome
Solvency turnaround, consistent unqualified audits throughout, and an improved B-BBEE rating.

Community trust governance and strategy

Independent Chairperson, Board of Trustees

Challenge
A mining-community development trust with most of its income linked to a single mine, a finite mine life inside its planning horizon, and rising community need — making reliance on one funding source a critical strategic risk.
Action
Led a governance overhaul — 25 policies, stronger board committees, trustee training and board evaluations — then a 2027–2030 strategy built on income diversification, a partnership model using Trust capital as catalytic seed funding, new delivery capacity, and a strategic scorecard with each initiative mapped to the risk register.
Outcome
Unqualified audit and strengthened governance foundations; a risk-aligned 2027–2030 strategy approved by the Board in October 2026, with a scorecard to track delivery.

These case studies describe roles held by Tembeka Advisory’s founder in executive and board capacities, not engagements undertaken by the firm. Policy and strategy support to the community development trust was provided pro bono.

04Working with the founder

Engaged directly, not through a delivery layer.

Clients engage Tembeka Advisory for senior judgement, and that is what the engagement provides. The founder leads mandates personally — in board and fiduciary appointments, in embedded executive roles, and on advisory engagements where the board requires an experienced independent view.

Where a mandate calls for specialist capability beyond the firm — actuarial, legal, accredited administration, FSP-licensed intermediation — those specialists are appointed openly through our network, and their role is set out to the board at the start.
